Ex-PayPal CEO Launches AI Financial Advice App From Miami Fintech

Summary: Bill Harris, the former CEO of PayPal and Intuit, has launched Evergreen.ai, a Miami-headquartered app combining AI with deterministic calculation engines to give consumers personalized financial advice.

Bill Harris has run two of the biggest names in consumer finance technology. Now he is betting a Miami-headquartered startup can do something PayPal and Intuit never tried.

Harris, the former CEO of PayPal and Intuit, has launched Evergreen.ai, an AI-powered financial advice app. The company is headquartered in Miami, with an additional office in Raleigh, North Carolina.

Why Not Just Use a Chatbot

Harris argues that people already ask general AI chatbots for financial advice, and that is exactly the problem. He says those models often lack the personalized data to answer situation-specific questions.

“A 2024 survey found that 73% of American adults don’t use a financial advisor,” Harris said. “It’s problematic because those models often lack the personalized data needed for situation-specific answers… and aren’t built to protect the financial details people share with them.”

Evergreen.ai’s pitch is a hybrid. A conversational AI layer handles the interface. The actual math runs through what the company calls a deterministic calculation engine. That covers tax calculations, retirement projections and investment scenarios, not a language model guessing at numbers.

“Today, the harness matters as much as the model,” said Bryan Godwin, co-founder and chief technology officer of Evergreen.ai. He has filed seven pending patents tied to the platform.

What the App Actually Does

Evergreen.ai covers financial planning, retirement accounts, equity compensation, net worth tracking, mortgage analysis, college savings and tax strategy. Account linking runs through Plaid, so the company says bank credentials are never shared directly with the AI.

Evergreen is a service of Evergreen Wealth Advisors, a Registered Investment Advisor and fiduciary. That status carries regulatory obligations that a general-purpose chatbot answering financial questions simply does not carry.

The app is free for consumers who register during its beta period, through January 1, 2028. After that, pricing has not yet been announced.

Evergreen.ai’s generative interface builds each answer in multiple formats: text, tables, charts and interactive calculators. The idea is to make a retirement projection or a Roth conversion decision something a user can see. Reading a paragraph about it is not the same thing.

Harris previously founded Personal Capital, an investment advisor. It grew to more than $23 billion in assets under management before he moved on to his next company. He has founded eight financial technology companies in total, by his own count.

A Fintech Bet From a Finance Migration Hub

Miami has spent the past several years pulling finance firms south. Citadel moved its headquarters to Miami in 2022. That relocation was part of a wider migration of hedge funds and wealth managers that reshaped the city’s financial sector.

Evergreen.ai’s choice of Miami headquarters fits that pattern. Its founder built his earlier companies, PayPal, Intuit and Personal Capital, in Silicon Valley, not South Florida.

Harris is not new to reworking the same pitch. Evergreen Wealth Advisors first launched under the Evergreen Wealth name in 2025, before this AI-forward relaunch as Evergreen.ai this year.

The company has stayed a fiduciary RIA throughout that shift. Registration with the SEC does not guarantee outcomes, the company itself notes. It does carry legal obligations that a chatbot has no equivalent for.

Security is a selling point Harris leans on hard, given how sensitive financial data is. User data is encrypted, the company says, and never used to train public AI models or sold to third parties.

Whether Evergreen.ai’s deterministic-math approach holds up against faster general AI chatbots is an open question. Harris is betting that in personal finance, being right matters more than being fast.

For now, the company’s growth plan runs through two very different cities. There is a Miami headquarters built on the city’s finance-industry inflow, and a Raleigh office tapping a separate labor pool.
